Article 1 in order to standardize the filing of inner-party laws and regulations and normative documents, ensure that inner-party laws and regulations and normative documents are consistent with the party constitution and the party's theories, lines, principles and policies, and with the Constitution and laws, these provisions are formulated in accordance with the regulations on the formulation of inner-party laws and regulations of the Communist Party of China.

Article 2 these provisions shall apply to the filing of inner-party regulations and normative documents formulated by the Central Commission for discipline Inspection, various departments of the Central Committee and the party committees of provinces, autonomous regions and municipalities directly under the Central Government.

The normative documents referred to in these regulations refer to the resolutions, decisions, opinions, notices and other documents that are universally binding and can be repeatedly applied formed by the Central Commission for Discipline Inspection, various departments of the central government, and the party committees of provinces, autonomous regions, and municipalities directly under the Central Government in the course of performing their duties. It includes important documents in implementing the central decision-making and deployment, guiding and promoting economic and social development, involving the vital interests of the people, and strengthening and improving party building.

The following documents do not fall within the scope of filing:

(I) Documents on personnel adjustments, internal organization settings, and commendation decisions;

(II) Request for instructions, report, notice of meeting activities, meeting minutes, leader's speech, information bulletin, work points and work summary;

(III) The internal work system and work programme of the organ;

(IV) Other documents that are not universally binding and non-repeatable.

Article 3 The filing of internal party regulations and normative documents shall be necessary, prepared and reviewed, and errors must be corrected.

Article 4 The internal party regulations and normative documents that should be filed in accordance with these regulations shall be submitted to the central government for filing by the formulating agency within 30 days from the date of issuance, and the jointly issued internal party regulations and normative documents shall be submitted to the central government for filing. The specific work shall be undertaken by the body responsible for the work of regulations under the authority of the formulating organ or the sponsoring organ.

Article 5 The General Office of the Central Committee shall undertake the filing of internal party regulations and normative documents, and specific affairs shall be handled by the regulatory work agency of the General Office of the Central Committee.

The inner-party regulations and normative documents that should be put on record in accordance with these provisions shall be directly sent to the regulatory work organ of the General Office of the CPC Central Committee.

Article 6 when submitting inner-party laws and regulations and normative documents for the record, the filing report, official text and formulation instructions shall be submitted, and bound into a book in triplicate, and the electronic text shall be submitted through the special network of inner-party laws and regulations.

For those who fail to submit or fail to submit the inner-party regulations and normative documents that should be filed on time, the general office of the Central Committee shall order them to make up for the filing within a time limit.

Article 7 The General Office of the Central Committee shall review the internal party regulations and normative documents submitted to the Central Committee for the record. The main review is the following:

(I) Whether it conflicts with the Party Constitution and the Party's theories, lines, principles and policies;

(II) Whether it is inconsistent with the Constitution and laws;

(III) Whether it conflicts with the upper party regulations and normative documents;

(IV) Whether it conflicts with the provisions of other party regulations and normative documents on the same matter;

(V) Whether the provisions are clearly inappropriate;

(VI) Compliance with established authorities and procedures.

Article 8: When handling the filing and review of internal party regulations and normative documents, the regulatory work agency of the General Office of the Central Committee needs to report to the agency to explain the relevant situation, the reporting agency shall explain it within the prescribed time limit.

Article 9 The regulatory work agency of the General Office of the Central Committee shall complete the filing review within 30 days after receiving the internal party regulations and normative documents submitted for filing.

Article 10: If it is found during the review that there are problems listed in Article 7 in the party's regulations and normative documents, the regulations work agency of the Central Office may, upon approval, recommend that the formulating agency correct it on its own, and the formulating agency shall deal with it within 30 days and feedback the handling situation. If it fails to deal with it within the time limit, the Central Office shall propose to correct or revoke it and report it to the Central Committee for decision.

Article 11 The internal party regulations and normative documents that meet the filing requirements after review shall be filed for future reference by the regulations work agency of the General Office of the Central Committee, and the filing status shall be notified to the submitting agency in a timely manner, and the filed internal party regulations and normative documents shall be published. directory.

Article 12 An assessment and evaluation system for filing work shall be established, and units and individuals with outstanding achievements in filing work shall be commended in accordance with relevant provisions.

The outstanding problems found in the party's laws and regulations and normative documents found in the filing review can be notified within a certain range.

Article 13 Before January 31 of each year, the Central Commission for Discipline Inspection, various departments of the central government, and the party committees of provinces, autonomous regions, and municipalities directly under the Central Government shall submit the catalog of internal party regulations and normative documents issued in the previous year to the regulations work agency of the General Office of the Central Committee for reference.

Article 14 Establish a linkage mechanism between the filing and review of internal party regulations and normative documents and the filing and review of national regulations, rules and normative documents.

Article 15 The party committees of provinces, autonomous regions, and municipalities directly under the Central Government shall establish corresponding filing systems in accordance with the spirit of these regulations, and carry out filing work in accordance with the principle of lower-level preparation.

The Central Commission for Discipline Inspection and various departments of the Central Committee may, in accordance with the needs of their work and in accordance with the spirit of these Provisions, establish a system for the record of their own systems.

Article 16 The Central Military Commission and its General Political Department shall carry out the filing of military internal party regulations and normative documents in accordance with the spirit of these regulations.

Article 17 The General Office of the Central Committee shall be responsible for the interpretation of these Provisions.

Article 18 The present Provisions shall come into force as of July 1, 2012.
